Show code quality notices on diffs/MRs

Proposal

These links will link to the diff. I propose we offer inline error messages related code climate there, like codeclimate itself does as well.

I really love the inline annotations of the MR Changes. Not to think too far ahead, but we should eventually generalize this a bit so we can show, for example, code coverage for each line. There are probably other integrations. This is exactly the kind of thing that highlights the advantage of an integrated solution.

I'd love to see us ship this in the next 2-3 months. It's part of completing the Code Climate work.
