Namespace license checks for issue/MR templates

Related to https://gitlab.com/gitlab-org/gitlab-ee/issues/2335

Create templates for issues and merge requests (EES / Bronze)

1. Do not display default description template for Issues and MRs on the project setting page.

2. How to handle for future cases where this has already been set?

Actually, not superseded by https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/4981, because that concerns templates in the repo, while this issue concerns the template options in Project Settings.
