Why are all these upcoming Jira features EE Premium only? It seems to me more and more features are being moved to EEP without them being particularly aimed at large organizations (the target audience for EEP in my opinion), crippling the EES edition...

This is already implemented together with https://gitlab.com/gitlab-org/gitlab-ee/issues/2381.
