Geo EE license checks

Related to https://gitlab.com/gitlab-org/gitlab-ee/issues/2335

GitLab Geo should not work if the server doesn't have an EEP license.

Note feature doesn't apply to GitLab.com as Geo isn't available for groups or part of our paid plans.
