Geo log cursor is broken

1. Gitlab::Geo::LogCursor::Events does not yield new events when there are existing events already but no event log state.
2. Gitlab::Geo::LogCursor::Daemon can't handle a repository updated event due to the following error undefined local variable or method 'project_id'.
