Design
There is a banner under the merge requests settings(CE).
Promote trial or license activation for regular EE on-prem sites.

@hazelyang I think we need to include the information that this is a feature of GitLab Enterprise Edition for on-prem.
Also, for GitLab.com we don't talk about a license, we talk about a plan.
So, for example:
