Related issues: "add" button not working, error "We can't find an issue that matches what you are looking for."

Summary

The "Add" button on Related Issues does not do anything.

Steps to reproduce

1. Click on the "+" sign next to "Related issues" under the text at https://gitlab.com/gitlab-org/gitlab-ce/issues/35822
2. Enter "gitlab-ce#35452" in the box
3. Click "Add"
4. Scroll to top, see the error message.

@marco.schuster does it work if you enter only iid of an issue without (closed)?

@blackst0ne of course I am just entering # then the ID... the expanding in the bugreport here is done by gitlab. here, a screenshot of the HAR json.

The crux of the issue is being tracked in https://gitlab.com/gitlab-org/gitlab-ee/issues/3080 and will be fixed by https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/2583 - We shouldn't be showing the add badge button if the user can't manage related issues (currently being shown if the user can edit the issue).
