Limit file/directory access to certain people

Similar to what we had with Gitolite http://stackoverflow.com/questions/17375876/file-level-access-permission-for-gitlab-v5-without-gitolite

Especially write access controls are nice. For example, the /conf directory should only be changed by masters.
