New nav sidebar dropdown not reachable

If nav sidebar is taller than viewport (has scrollbar) you can't reach the dropdown menus. Disappears when mouse hits scrollbar

also noticed but less important, "Contribution analytics" overflows from the menu

First issue I am already working on. Its part of improving the navigation tunnels.

@cperessini should we increase the width of the dropdowns to accommodate longer options?

@iamphill can we leave the current width as default and expand the dropdown if necessary? There should be 16px padding on either side for the longest row.
