Hide "Only the project owner can remove pages" when no pages are uploaded

Currently, if there are no pages uploaded and you visit the Pages settings, it shows the message "Only the project owner can remove pages", which is misleading since I'm the owner of my repo.

We should hide this if no pages artifacts are uploaded.
