Geo documentation states that the Geo tracking database is optional

NOTE: This step is required only if you want to enable the new Disaster Recovery feature in Alpha shipped in GitLab 9.0.

Surely from %10.0, since system hooks have been removed, the tracking database is mandatory? /cc @to1ne
