Remove tabstop from "description templates" promo

When you're in the Title field and hit Tab it should go to the Description field, but it currently goes to the "description templates" link first.

This is a regression of long-standing behavior, see https://gitlab.com/gitlab-org/gitlab-ce/issues/1757.
