Geo: attachments are saved to the wrong directory

While working on gitlab-org/gitlab-ee!3058, I noticed the path of the Upload entries is relative to the project uploads path. We're not taking into that account now, so we're saving attachments/avatars/etc. in the wrong directory on the secondary.

Indeed, we seem to be populating the secondary with files in the Sidekiq working directory:
