Display issue status in visible location so user doesnt have to scroll to top

Summary

I think that issuable sidebar header that currently contains buttons that make it possible to go to next/previous issue/MR is not being used very much (I do not use it, not sure if anyone does). Instead of this buttons we can show issue status (open/close etc).

Currently when you enter issue from an email notification, you can find yourself in the middle of discussion. It is not possible to see whether issue is opened or closed from that perspective without scrolling.
