Improve project search

In the projects page when we search for a project the following happens:

As stated in this comment: https://gitlab.com/gitlab-org/gitlab-ce/issues/24077#note_25126649 we only update the search term when the user hits enter.

If I clean the input and change the dropdown, the new search returns the old input value:
