View issue and merge request state real-time updates

Description

• Within an issue or merge request, view the state of it in a real-time.
• The badge should update in real time.
• Their transitions should follow the GitLab UX guide standard of quick update: https://docs.gitlab.com/ee/development/ux_guide/animation.html#quick-update
• The close issue buttons (at the top and the bottom below the comment box) should update according.
