Can't select a role in Protected Branches settings

It's impossible to select a role when configuring "Allowed to merge" or "Allowed to push" in the top panel:

This is currently breaking some EE specs.

I found this bug while I was playing with the dropdowns

Just by clicking around a lot on the top panel, I also was able to add many roles:

Added ~481018 label

Removed ~481018 label

Added ~481018 regression labels
