Slow performance starting a merge request

@stanhu : What's the best way to track this? Which controller is responsible here and what can we do to improve this performance?

If you have a sample URL, we could add it to https://gitlab.com/gitlab-com/gitlab-profiler and benchmark a specific one.

My guess is that it's the same issue as the CompareController: https://gitlab.com/gitlab-org/gitlab-ce/issues/29802#note_25963124
