Skip "deny_delete_tag" push rule when deleting from web UI

username-removed-378947 requested to merge skip-deny-delete-tag-push-rule-web into master

We have to skip the push rule for deleting tags when change comes from our web interface, because we says "Tags can still be deleted through the web UI."
