Geo config - Move "regenerate authorized keys" step (step 6) of config to before step 4
What does this MR do?
Reorder the steps required for GitLab Geo configuration.
Why was this MR needed?
As per https://gitlab.com/gitlab-org/gitlab-ee/issues/2443#note_30125781, Step 6 should be completed before adding the node in admin settings (Step 4). People are assuming once you add a node in the Admin=>Geo Nodes section and the status is OK that the process is complete and this is where customers stop reading.
