Fix time travelling tests.

What does this MR do?

Fixes a couple spec failures in master related to Timecop time travel.

Are there points in the code the reviewer needs to double check?

I don't know why the sudden failures.

Edit: There was a Timecop-related refactor recently https://gitlab.com/gitlab-org/gitlab-ee/commit/f9aaeee6. Also, it is currently near end of UTC day, so a timezone issue may have been exposed/introduced.
