Prepare for absorb

This adds GitLab CE's RuboCop rules, fixes the offenses where it made sense, and disables a few rules using inline directives where it would potentially cause more harm to fix them immediately.

This also removes the rspec-its and rspec-mocks gems since we don't have them in CE, and don't want to add them.
