Decouple unread item count from emails

Since April 6th gitter has been sending me email updates for all missed messages despite my settings in the respective rooms being for Announcements.
I have tried changing to All and then back to Announcements but that did not work.

This is only mildly annoying for me because of the batching and it only affecting a single low-traffic room I'm in, but it's been going on long enough I'd be worried about too many users choosing to turn off email notifications completely and that driving down the quantity and timeliness of return visits.

Just to note why you are getting emails: The unread item count is tied to sending out emails.
Did you mean to imply this behavior is intended? I took it to be an explanation of the cause of the bug.
"Announcements: Notify me for mentions and announcements" does not express a desire to be emailed for all messages sent to that room. I want to receive emails for announcements and mentions, and only those things.
If #622 was implemented as I understand it, I would want the email option checked for this room, which wouldn't change anything about this issue, so I don't think #622 is a duplicate of this issue.

AllorAnnouncementsis as expected but we realize isn't desired. Both of those settings haveShow unread item countsin the description which means we track unreads. Currently, tracking unreads is tied to the unread emails that get sent out.Sorry for closing
