Inconsistent Activity feed messages for /ban and /unban

Banning a user will output this message in the Activity feed,

X banned Y

Unbanning a user outputs this message,

X unbanned Y from this room

These messages are inconsistent because bans are only room specific with the current moderation controls. It seems to imply that the ban and unban affected user Y on different levels.
