Add archives link when viewing a room not logged in (NLI)

I'd like archives to be more easily/obviously browseable by people who are not logged in, or have not yet become registered users.

Cross reference: https://github.com/trueos/trueos-docs/issues/10 and as a side note, I wonder whether a more 'direct' link to archives might allow content to be indexed more effectively by search engines.
