@/all pings lurkers

@/all should not ping people who have lurk mode enabled (only notify if you are @mentioned by name).

Ping. This is very annoying if you lurk in channels that use @/all (try lurking in ipython/ipython for a while).

👎 @/all must be important. So i must be notified. Moreover, @/all can only be used by admins.

@abhisekp if you want to be notified by @/all disable lurk mode. Lurkers, by definition, don't want to be notified of anything.

@asmeurer Lurkers want to be notified of any mentions and important @/all messages by admins.

Anyway, the new Notification system will solve both our issues 😄
