Create a notification when certain activities occur

Some events in the activity feed are important and I'd like to be able to configure which activities trigger a desktop notification. That way I can trigger notifications for Sentry errors and Travis build failures but not for comments on Github issues.

We may look to do something around this in the future.

Also, would be very interested in this, particularly, for CI pass/fail status.

I really like the idea and I think it's a good way to circumvent #508 (closed). Would be the cleanest solution to either add a boolean notify (which would trigger a notification or not) or to pass an integer priority with the webhook event in order to allow people to decide for themselves if they want to be notified for a certain priority or not.

Important bits like failing builds going unnoticed is a biggie and keeps many people from using Gitter.

And there's a second use case: Notifications trigger Notification Center bubbles on Macs (and similar features on other OSes). Gitter could therefore be the missing link when you want a web service such as some CI to push messages onto your local Notification Center.
