Integrations not automatically added when creating repo room

I swear we used to automatically set up the webhooks for github activity when you create a repo room. This didnt seem to be the case when I created a repo room as a new user.

Because the Gitter Public Repo Access application only has

• Read org and team membership
• Access user email addresses (read-only)

Gitter wants write access. The flyout wants you to grant Gitter Private Repo Access but you if you instead manually add the integration, it brings up Gitter Webhooks.

Authorisation Your room has been created, but we weren't able to integrate with the repository as we need write access to your GitHub repositories. Click here to give Gitter access to do this.

Perhaps this issue should turn into changing that flyout to only use the Gitter Webhooks scope?
