Hell Ban for Admins

He had a serious case of harassing in our man chat. Straight banning the user did not help as they would just create a new account and start harassing again.

Hell Ban would greatly alleviate this as trolls would continue to... (had to pause while creating this issue and ban another one of hist accounts) post not realizing they have been banned.

+1 This should be available for users too though. I should be able to squelch another user so I don't see their messages. People have largely taken to manually ignoring a particular user in our community, due to a lack of courtesy on that user's part, but a built-in hellban feature and/or personal squelch feature would be fantastic.

For everyone else who might be confused what it is:

A ban from a message board that lets the user continue viewing posts and making posts, but that makes it so no other message board users can see the banned user's posts. 

The hell ban puts a forum poster in a sort of Twilight Zone. 

hell ban > permaban
