Status Page project

I'm not sure if we're allowed to add project ideas after applying, so I wanted to open an issue about this first, but the GitLab.com Status page could be an interesting project. I've been thinking over a redesign of the Status page and have an open issue for it. I was thinking we'd make it an easily reusable status page for other open source projects to configure and host themselves for free.

I was just suggested Cachet, so maybe this won't require anything custom and wouldn't be a good GSoC project. I'm not sure.
