Attached files size note

When adding a note we can submit a file. An helper displays that the file max size is 10MB (https://github.com/gitlabhq/gitlabhq/blob/master/app/views/notes/_form.html.haml#L30) but this depends on the httpd configuration.

The default documentation does not contain any information about that (nor the provided NGINX configuration).

For the record :

server {
    …
    client_max_body_size 10M;
    …
}

Adding this in the wiki/documentation might prevent issues like #1944 (closed)
