[FEATURE] mail notifications rules

Today I added a comment to a merge request that was assigned to me. I unchecked the "notify project team via mail" checkbox, because not everyone on the team will be interested in this particular merge request and my comment on it. I would have expected that only the team member that opened the merge request get the notification mail. But he did not. So this means your choice is to always notify everyone on the team, or nobody. But I think at least the author of the issue/merge request/comment/whatever I am adding a comment to should be notified. This, plus probably the possibility to select particular team members that should get the notification. Is there something planned in that direction ?
(I originaly posted this to the gitlab google group. But I was told that this proposal would be better placed in a github issue.)

I kind of like the "participants" idea of #1852 (closed). I think every participant of a discussion should be notified if something is added or changed. With "discussion" I mean an item like an issue or a commit and all comments on that item. Notification of participants should be the default. It should also be possible to add participants to the discussion. This could be done by either select from a separate UI element labeled "add participants" or simply by @mentioning them in a comment like : "Let's add @hans @joe @Tom to this discussion". Of course it also should be possible for everyone to mute/unsubscribe from the discussion.
I am really looking forward to an improved notification system. Currently the situation is not very good. Either no one is notified about changes so nobody really know what's going on. So you have to inform everybody by a separate email. Or you spam everyone by "mail to team". This leads to the situation that nobody really reads mails sent from gitlab because it's too much. So again nobody knows what's going on.

we have really good experience with #2466 (closed) from basecamp.com - makes notifications very clear and simple.

The new Notification settings are a huge step forward already, because users are not spammed anymore. Thanks for that. But there is still something missing that will make it really usable much more, and that is the ability to drag other users into a discussion as well as the ability for the single user to subscribe/unsubscribe himself to/from a discussion. So, now that we have the "Participant" notification level (that seems to be set by default), it would be good to be able to add "participants". Doing this by just @mentioning someone in a discussion would be ok.

First of all, I am not sure this is the right place to comment this, but since it looks like it's one of the issues with more notification-related problems I'll do it here.
What we are missing right now is the ability to send a notification to every team member once a new Merge Request is created. This way we guarantee that everyone will know about such request and whoever is available to review it first, will make sure that it gets merged. With the current options in the "Asign to" select dropdown, you can either choose a specific user or no one. What about having a "Team" or "All" option in that dropdown to notify the enitre team. Does it make sense? Is it something that has already been discussed?
