The correct name of the software package is PostgreSQL.

This aligns Puma to use `gitlab-ctl hup puma`
to perform something that resembles zero-downtime.

The `hup` internally is translated by `runit`
to be a sequence of `int`+`term`+`kill`
that ensures that process was restared.

Updates capitalization in omnibus docs, and also adds
backticks as needed to parameters, code and commands

Fix `could not change directory to "/root": Permission denied`

* Setup the deploy page and shutdown unecessary services while the
process is running
* Spell out the prerequisites in the documentation for interested users.

* Go into more detail about pg-upgrade

* Change workflow to not move old database out of the way until the new
one is ready
* Change references to logs to output
* Fix some spelling errors
* Add --tmp-dir option in case users don't have enough space in default
location
* Rename subcommands to be more PostgreSQL specific
