This switches to SSL_CERT_DIR for gitlab-pages, like the other golang
services.

Added Netcup example (they are picky about the usage of the tld instead of the subdomain) - if this is not done correctly ONLY the scheduled emails will fail (Gitlab seems to use an other domain/user for that).

- Adds postgresql['hostssl']; defaults to `false`. If set to `true`,
  then `host` type connections will be set as `hostssl` for
  `trust_auth_cidr_addresses` and `md5_auth_cidr_addresses` entries.
