* Adds postgresql['cert_auth_addresses'] attribute
* Updates pg_hba.conf template to add entries in that attribute

- Adds postgresql['hostssl']; defaults to `false`. If set to `true`,
  then `host` type connections will be set as `hostssl` for
  `trust_auth_cidr_addresses` and `md5_auth_cidr_addresses` entries.

This also includes Psycopg2 which is required by both patroni service
and patronictl commands.

cookbook

* This is just to get the specs passing

Allow users to put their own pg_hba rules in before gitlabs.

* Poorly named attribute was going to cause some confusion
* Added a check for the attribute so it doesn't have to be defined in CE

repmgr requires access which currently isn't 100% compatible with our
current pg_hba setup.
