This adds support for setting "synchronous_commit" and
"synchronous_standby_names" in PostgreSQL. These settings can be used to
enable and control synchronous replication behaviour.

* Use host param to connect to the database.
* Update spec to test for host param.

* Use lastest version `1.1.0` from upstream.
* Remove copy-n-pasted comment from chef-zero config[0].
* Remove redundant `default_version`.
