With `etc/redis-exporter`=> `etc/redis-exporter/env`, the spec needed updated

* We do not provide EE packages for raspberry, so we shouldn't start any
builders for it at all.

* This should free up Raspberry builders for valid uses

This is better while we are still using the full path the postgresql

This currently should change any behaviour, but is prep for two upcoming
changes.

One where move the install directory for postgres to only use the major
postgres version in the filepath.

And two, the introduction of Postgres 10, where it will matter that the
major version we are using of postgres is 9.6, rather than just 9,
during the transition. And that the version scheme changes a bit
starting in 10. https://www.postgresql.org/support/versioning/

Remove the appending of `env` to the `env_directory` values throughout.

This moves according to feedback, starting at https://gitlab.com/gitlab-org/omnibus-gitlab/merge_requests/2813#note_114367599

This does not move recipes where this pattern existed before !2813
