When Patroni is enabled, pg-upgrade must accomodate upgrade procedure.

- Add a new section for 13.3
- Mention the new check of free disk space (https://gitlab.com/gitlab-org/omnibus-gitlab/-/merge_requests/4421)
- Mention how you can pass arguments to `pg-upgrade` and implicitly add
  docs for https://gitlab.com/gitlab-org/omnibus-gitlab/-/merge_requests/4493
- Split the opt out upgrade to its own section

Since Gitlab 13.2 Geo does not rely on the
Foreign Data Wrapper to replicate data.

The PG 12 MR missed being included in the 12.2 release by a few hours

PostgreSQL 12 is opt-in only and limited to single database node
installation.

- Adds postgresql['hostssl']; defaults to `false`. If set to `true`,
  then `host` type connections will be set as `hostssl` for
  `trust_auth_cidr_addresses` and `md5_auth_cidr_addresses` entries.
