Debian 8 and Raspbian Stretch were EOL as of June 2020. Removing
relevant jobs in the pipeline configuration.

Danger review should also be skipped on prep branches. It also removes
'ee' as Omnibus does not have stable-ee branches

When MR's are picked into stable branches, Danger reviews are also
performed, this causes for the prep MRs to fail as they don't satisfy
the Danger reviews, since these ones are not necessary, we should skip
them on stable branches

The pages and fetch artifacts jobs were still running for scheduled
pipelines, and I believe downloading the artifacts is causing issues
for the deps job. (The artifacts are downloaded locally, then cause
git status to look dirty)

Fixes an issue where deps couldn't run due to missing status

In the main omnibus repo.

This reverts commit be5f683e, reversing
changes made to a82be75c.

The gem in rubygems has been restored, and the workaround is no longer
needed.

Introduce new class Gitlab::DockerImageMemoryMeasurer.
DockerImageMemoryMeasurer accept 'image_reference' as input, it runs
this docker image and measure memory usage when the container is 'hot'.
The output is metrics of: memory(USS/PSS/RSS) usage per component.

Update CI config file to add new jobs to measure obmnibus start memory,
including: 1)triggered image by developer; 2)nightly image; 3)tag image.
