Internal chef is too chatty since package 8.6

At the beginning and at the end of the reconfigure run, chef-client will dump all node data to stdout.

solo.rb is set to log_level: info but the output is still too loud. Probably caused by update to chef 12.6 and chef-zero 4.6.1.
