Piwik javascript error

Failed to load resource: net::ERR_INTERNET_DISCONNECTED https://piwik.js/

Two settings in gitlab.yml need an 'if' around them: piwik and google analytics.

Good find. In edge versions of chrome the piwik error seems to cause problems.

@JobV Unfortunately the Piwik error isn't related to the problems in the edge version of Chrome.
