Tracking issue for Postgresql upgrade to latest stable

This is a join effort between Infrastructure team and Packaging team.

First steps are being done in https://gitlab.com/gitlab-com/infrastructure/issues/1 by infrastructure team. They are investigating the best path to do the upgrade with minimum downtime. After this is done, we will implement the upgrade path for everyone using the omnibus-gitlab package.
