packagecloud_upload.sh: verify argument count

packagecloud_upload.sh does not verify the count of arguments passed, and as such, you might end up with errorneously assignments that will result in a problem for the actual package_cloud call malfunctioning as the arguments to it are based on the composition of the arguments passed in to packagecloud_upload
