Expose Mattermost URL on other instance

Right now, we expose the Mattermost URL if its hosted on the same server. However, it would be nice to be able to expose the host too, when hosted elsewhere.

Now I don't know what the best way would be to do this, it might just be to create a new field like gitlab_rails['mattermost_url'] among the others.
