Docker nightly build is not working

After merging the refactor of the Docker build, the build is no longer working. See https://dev.gitlab.org/gitlab/omnibus-gitlab/builds/736564 for an example.

@balasankarc can you take a look at this? We can alternatively revert the merge we did if it is too much work to fix.
