Packages for Debian 9

Release date of Debian 9 is on Jun 17.

We should:

• Create a build image out of debian:stretch
• Try building a package for Debian 9
• Fix/add features to make the package build succeed.
• Test the package installation
• Create smaller image for testing
• Add GitLab CI jobs for Debian 9
• Add Debian 9 to downloads page
• Add info to release post of 9.4
