Add a line indicating what action to take next after reconfigure

We should add a line indicating what action they should take next after reconfigure finishes. This should print either the confirmed DNS name or the IP address which we alternatively used (see https://gitlab.com/gitlab-org/omnibus-gitlab/issues/2519).
