Automatic database backup is failing on package upgrade when using pg_auth

If pg_auth has been used once, automatic database backup on package upgrade will fail because it will wait for user password input.

I've been unable to replicate this unfortunately. Will need clarification from @marin once he returns.
@ibaum What I did was:
- Used pg auth to authenticate with the rest of the cluster
- Installed a new package without adding
skip-auto-migrationsfile - This triggered the backup rake task which just hanged without any noticeable output
I am not even sure this is an actionable item because for clustered setup we do not expect you'll depend on the automated backup task . However, it would be nice if we could have a more chatty output that would warn you what is happening.
@marin Backup task should be using the same connection info as the application, so it would be concerning if the authentication was the issue. Let me know if you can provide more details so I can recreate.
