Create tool for interacting with pgbouncer

Either something like gitlab-pgbouncer a la gitlab-psql, or a gitlab-ctl pgbouncer utility

So we've already got pgb-notify, pgb-suspend, pgb-resume, and pgb-kill that were created for the HA automation.

I think I should at least add a pgb-console command to at drop a user into a psql session connected to the pgbouncer admin console.
