postgres_fdw support for Geo

In https://gitlab.com/gitlab-org/gitlab-ee/issues/3382 we are agreed that the node-specific Geo secondary database should have access to the node's read-only replica of the primary database via the postgres_fdw extension. This will give us more ability to perform cross-database queries like those seen in https://gitlab.com/gitlab-org/gitlab-ee/issues/3269
